The song is called 'Steve Bloomer's Watching', after Derby and England's player of c.1900 (Derby 1892-1914; 524 app.s, 331 gl.s! 18 hat-tricks) He scored in each of his first ten England appearences, 19 goals in all ten. He is still in the top ten England scorers, not bad considering how many games are played these days. There is a book about him published by Breedon Books called 'Steve Bloomer, the Story of Football's First Superstar' by Peter Sneddon. I own a copy but haven't read it yet so I can't tell you much more about it, but it looks like a fascinating story. I don't know who the song is by, other than I think it was a Derby lad. The words are, more or less...
