The earliest I can think of is Julio Arca.

Joined Sunderland in 2000.

I'm sure there were much earlier but no one that really jumps to mind, maybe someone else will know?

A bit of research leads me to this transfer, this could be it:

23 May 1998 - Derby County pay a club record £2.7million for Argentine defender Horacio Carbonari from Rosario.

I believe Ossie Ardiles was the first Argentine to play in England. He was on Soccer AM yesterday talking about his time in England and how he negotiated the personal terms by himself for him and Ricky Villa. They played in the top flight with Tottenham before it got re-named as the Premier League.

I think I've found the 1st Argentinian to play in England

Alberto Tarantini of Birmingham City.

A few months before the 1978 FIFA World Cup, he had a contractual dispute with Boca that left him clubless, as Boca management pressured all Argentine clubs into denying him a new contract. After some good performances during the World Cup (he scored a goal in the 6-0 victory against Peru) he was signed by Birmingham City for £295,000. His spell in England was overshadowed by poor discipline, with Tarantini flattening Manchester United striker Brian Greenhoff, and famously ending his 23-game spell in Birmingham by wading into the crowd to punch a heckler.
