First Division clubs are to campaign for a league of 12 teams and the regionalisation of the lower leagues, BBC Sport understands.
The 10 clubs have been discussing future development plans and are due to make their proposals public on Tuesday.
It is also understood that they will attempt to impose a 6,000-seater stadium rule and play-offs for promotion and relegation.
And they want ambitious junior sides to join any future regional divisions.
Morton and Raith Rovers are the sides likely to be invited to join an extended First Division.
However, any blueprint for change would have to be discussed in conjunction with the Premier League, the Scottish Football Association and the Scottish Football League.
The First Division clubs said after a meeting last week that they intended to try and work within the game's existing framework.
The Scottish Football League is currently without a sponsor or a television deal.
